Our Mission

The Citywide Development Corporation (CDC) of New Castle, Pennsylvania is a non-profit 501 (c)(3) organization that aims to strengthen and transform the city by developing programs and services to facilitate New Castle’s desire for positive economic growth. The CDC achieves its mission through economic development, community revitalization, real estate development, and rehabilitation of vacant and blighted properties.

Our Vision

Our citywide vision is to utilize a comprehensive economic development strategy to encourage multifaceted economic development. The CDC seeks to maintain a balance between attracting new developers, investors, businesses and families to our city, facilitating the creation of well-paying jobs, and stimulating real estate development. As a result, we aim to grow the city while helping to provide the very best quality of life for all New Castle PA residents.

Benefits

Enterprise Zone Tax Credit

New Castle Pennsylvania qualifies for the Enterprise Zone Tax Credits in some areas. This program offers tax credits for eligible business projects. The goal of EZP is to assist qualified investments by approved private companies.

Eligible activities include: Rehabilitation, Expansion, Improvement to Buildings, Improvement to Land, Engineering, Architecture and Acquisition in Addition. 

EZP Requires:

• The Project is within portion of a distressed community designated as an Enterprise Zone, Keystone Main Street, Keystone Community or Keystone Communities Enterprise Zone.

• Employment opportunities are recreated for low-income individuals located within the designated zones.

• Employment opportunities must be full-time, higher than the state minimum wage at a family sustainable wage and include benefits.

Opportunity Zones

New Castle Pennsylvania has four qualified Opportunity Zones. An Opportunity Zone (OZ) is a newer Federal incentive for investment that would benefit projects, and may be paired with other incentives, tax credits, grants or loans. The intent of this program is to enhance economic development and job creation.

Investors would have the opportunity to delay paying capital gains until as late as December 31, 2026. The IRS and Department of Treasury are some of the regulatory agencies for this program. For more details on the OZ and how you may utilize this incentive, please visit the Pennsylvania Department of Economic and community Development website.

New Castle Pennsylvania is taking a proactive approach to this program and currently is in the preliminary stages of developing a prospectus for the OZ. We welcome developer’s questions.

About Our City

In 1798, John Carlysle Steward, a civil engineer, traveled to western Pennsylvania to resurvey the “donations lands” granted by the government to Revolutionary War veterans. During this task, he discovered that the original survey forgot to stake out 50 acres at the confluence of the Shenango River and Neshannock Creek. Steward claimed them for himself. That was the beginning of the city of New Castle, Pennsylvania.

In the mid-1800s, the city was flourishing as a manufacturing town and had became the tin plate capital of the world. The Shenango Tin and Steel Company had over 40 tin mills and was the largest tin plate manufacturer in the world, creating a huge increase in prosperity. New Castle’s population swelled from 11,600 to 38,200 by the end of the century, and New Castle enjoyed its greatest growth ever since the founding of the city

In the early 1900s, numerous major businesses launched in New Castle, including the Shenango China Company, one of the leading American dinnerware and fine china manufacturers in the world. Shenango China produced serving dishes for the White House and fine china for several United States presidents, including dinnerware for Lyndon B. Johnson and John F. Kennedy and a commemorative plate for Dwight D. Eisenhower.

Over the past 40 years, New Castle has transformed from its primary reliance on industry to a well-balanced economy comprised of manufacturing, retail and service-related businesses. Many buildings and old stately homes are being restored by investors, developers, and families. Finally, nationally recognized Zambelli Fireworks and Pyrotecnico Fireworks are credited for making New Castle, Pennsylvania the “fireworks capital of America.”
